Personally, I'm a huge fan of the Opera browser. I set up folders listed 
under "bookmarks" that contain links to various sites. Each catagory has its 
own folder; such as utilities, virus info, Office patch links, etc.
The same can be done within the favorites folder in Internet Explorer. For 
tips (no link to a site) I simply paste into Word docs and save into folders 
catagorized much like my favorites.
Long file names allow me to give some description of contents in the file 
name, same with the link name in bookmarks.

Sorry I don't have some cute little program for the purpose to suggest to 
you.   =)

track of all this info too.
