Proposal: Make announce list reply-to users

Noticed a bunch of emails come through to annou...@ovirt.org in reply to 
other messages.  I'm wondering if we should direct replies directly to 
users@ instead of back to announce@.  This would leave announce@ a much 
lower traffic list with only real announcements.
