Now that the mirrorchecker alerts are stable, it would be nice to have email
alerts sent to the mirror owners once their specific site is out of sync.
(@gatech.edu already agreed).
Also, adding docs on how to debug mirror sites(add more sections in
http://ovirt-infra-docs.readthedocs.io/en/latest/General/Mirror.html)
