oVirt was updated and to finalize the process and allow upgrading to 4.1 by the
time the release happens, several VMs still need to be power cycled:
* resources
* artifactory
* ci-templates-repo
* mirrors
* proxy
* lists
* mail
This ticket is to track this effort as most of these services are used by
builds.
