Most jobs run '{{slave-cleanup.sh}} and '{{global-setup.sh}}' on slaves before
doing anything on them.
Pipelien jobs currently do this on slaves on which they run STD-CI scripts but
not on slaves that are used for the pipeline's own work.
We need to make the pipeline loader run '{{slave-cleanup.sh}} and
'{{global-setup.sh}}' on the slave it uses to load the pipeline code so we can
be sure these scripts always run on all slaves.
