Sometimes openvswtich-2.9 fails to start on CI slaves.
We (actuall edwardh) have a suspection that this is because it fails to load
openvswitch module while Linux bridge (such as docker0) are used.
Would you please add a /etc/modules-load.d/ovs.conf files with "openvswitch" in
it to all slaves?
This would make sure that openvswitch in in the kernel before anything else may
block its entry.
