Having create_rpms jobs means we have to keep maintaining the JJB templates for
then, its in out interest to have them removed.
We've been hit many times in the past with the situation were a code
improvement in STDCI was found to be breaking the create_rpm jobs.
Bottom-line reopening the ticket. Hopefully we can close it once everything
migrates to STDCI V2.
