As a developer using STDCI, I do not want the PHX proxy to intercept
connections my test code is doing to localhost, as that will make such
connections fail.
h3. Acceptance Criteria
# When inside a proxied mock_runner environment, the no_proxy environment
variable is set to 'localhost,127.0.0.1'
