We have been having the automatic reposync tool run and packages which should
be downloading from a specific repo are changing location.
We need to go over reposync and simplify the whitelist.
Use the exclude list + reduce as much as possible the include list (especially
on small repos) so that we do not have to deal with packages changing location
so much.
Since we have several reposync files and we need to make sure removing
whitelist packages will not increase our run times, I opened it as an epic and
will open specific tickets per tasks.
