Well, it's documented in the FPCA itself, if you want to contribute to Fedora
(and its related projects), the FPCA is a requirement.

For merged requests, I have been asking people I could not find as having signed
the FPCA if there would be so kind as to sign it and they all did.
I do not know what I would have done if one had refused.
