FWIW, I have a COPR available for F28 and Rawhide with zchunk-enabled dnf/libdnf and the supporting libraries. https://copr.fedorainfracloud.org/coprs/jdieter/dnf-zchunk/ Obviously, you'll need a zchunk-enabled repository to test it.
