We need to reinstall the proxies hosted on AWS as explained on fedora infra
issue <https://pagure.io/fedora-infrastructure/issue/12469>
<https://pagure.io/fedora-infrastructure/issue/12469>#12469
<https://pagure.io/fedora-infrastructure/issue/12469>. To perform this
operation safely and avoid prolonged downtime, we are requesting
authorization for a freeze break to carry out the task in a controlled
manner, starting with proxy35

Step-by-step procedure:
1. Temporarily remove DNS entry
2. Destroy the current proxy instance
3. Create a new instance
4. Update DNS adding new proxy IP
5. Run Ansible playbook
