They are very different.
CFMAIL puts the raw mail into the CF server spool and then periodically (I
think once per minute) the CF server checks the spool for outgoing mail. CF
then sends the mail (via SMTP) to a mail server that can send the mail to
the ultimate recipient. So, CFMAIL not only requires a separate mail server
for sending, but it is also not an efficient method of transport.
CFX_iMSMail, on the other hand, was designed specifically to work with the
iMS POST server. Mail is snet directly to the POSTserver queue where it is
processed almost immediately. The CFX tag also supports multiple
attachments, HTML mail, BCC, etc.

The CFX with the iMS POST server would definitely be much faster that
CFMAIL.

Yes. Both methods need to write to a raw mail file (so there is no savings
there) but the CFX tag does not cause the CF server to open SMTP connections
to send the mail to a mail server. By using CFMAIL you are send the same
email through SMTP twice! Once to get it to the server and once for the
mail server to deliver the mail. With the CFX tag the mail is only sent
once via SMTP when the POST server sends the mail to the remote server.
One other thing - with CFMAIL: if the CF server has a problem sending the
mail to the assigned mail server then the mail is put into the UNDELIVR
folder and the mail will never be sent. The iMS POST server will schedule
retries when the mail does not get delivered for one reason or another.
