That is kind of surprising because the list mail should be one mail file and
one control file per domain. Since there is a lot of overlap in domains
(lots of pople with hotmail accounts, for example) the number of control
files should be far less than 4000 and I'm surprised that Outlook is timing
out. But, since it is, you need to set up a new delivery scheme for these
large lists. When mail is received to the list send the mail to a special
processor account and then the processor account will do the normal list
processing.

Not yet...we need to hash out the details. This kind of modification is
bigger than most and has more ramifications. For example, there will be
users that do not want to use this feature at all - so we need to allow it
to be turned off. Also, the POST server does not use any templates
currently so we need to add code for that.
