That is about the average bad count we see here.

We run two templates over the database before we even get close to sending 
anything. Firstly use the custom tags of your choice from the Allaire Dev 
Centre to check the correctness of the eddress itself. It is amazing how 
many people put a "." at the end of an eddress and other similar things. 
Then we sort and select the domain names from all the eddresses and check 
them with an NSLookup tag. Those that fail we mark in the database to get 
sent last as they could well be bad. We apply a bit of AI to our test at 
this time to mark some as known bad before we start.

What you have left is a reasonably clean database that you can send but do 
as Howie suggested, set a return eddress as many will come back from good 
domains as "unknown" and make some efficient "bad send" handlers.
