I have been noticing this too.
Has anyone come up with a way to prevent incomplete control files? So far
the only solution I have found is to reboot the server everyday day.

I think this has something to do with the incomplete control files that you
sent me privately. Also, the 201 records in all queues refers to messages
that are in queue but no currently being processed (awaiting reschedule).
As you can see, there are 201 records awaiting delivery:
[0,0,0,0,0,105,0,0,0,96]
