There was originally no RELAY result - it was added on as a feature.  So,
thereafter, a result=relay would still call the DATA template even if all
recipients were non-local.  Guillermo came up with the idea of skipping the
DATA template if all recipients were non-local and I thought it was a good
idea.  Currently the DATA template needs to delete the mail file if all the
recipients are non-local.
