IMS POST Enterprise (2.0.6 beta inFusionPost.exe and 2.2.0 cfx_imsmail)

We have 23,000 files in the out folder and yet only 140 (avg) files in the
queue.  At one point when we first started this last mailing we were sending
90,000 per hour.  This has now slowed to about 15,000 per hour.

I am ultra confused about the settings for Max and Min Bandwidth and the
Allocation Factor.  Can some please explain these and how they work together
better than the manual?  I got the basics, that a heavy used server (ours)
should have Allocation Factor set to 1/2 the total threads. So, does this
mean setting the Allocation Factor to 512 if my threads are set to 1024
(threads/AF = .5)?  Or is the Allocation Factor really a factor and I would
set it to 2 for 1/2 (threads/AF = 1/2 threads)?

Also, how does max and min bandwidth factor in?  We normally have 2Mbs
constant going out from our network and burstable to 10Mbs (lord help us if
we maintain that level).  I wouldn't mind setting Max to 2.5Mbs (2500Kbs),
but then what to set Min, Threads, and AF become an issue.
