The code for delivering to the internal email addresses is in the DATA template.  If 
the email is to a local recipient then the DATA template should store the mail for 
that recipient (usually as a reference in a database record).   I would check this by 
setting up debugging as follows:


insert a line in the data template that says "option=debug" (without the quotes)
insert the word DEBUG into all CFQuery tags

inset <inlog text="..."> lines where needed (debug info will be logged)


Then, send a mail to a local and non-local user.  Make sure that the db record is 
being written.


If you want, I can send you the template from our server (it has a few custom lines of 
code but not too many).
