I found the problem. When I first installed FusionMail and went into the
"Users" function it did not list the system domain by default. I added a new
domain, and it still did not list the System domain. I edited the System
domain, then saved it and it finally appeared in the domain drop down under
the "Users" function. I went into the System domain and edited the
SystemManager account password once this was fixed.

So, by default the system domain was not listed under "Users" from the main
login screen.

Log in as the systemmanager and then edit that account.
