This is NOT and iMS issue.  iMS is doing as advertised.  The deletion of
mail files is done by CFML when a user deletes a message.
You need to look over the code in the QUIT template to see what's happening.
If you don't want to share mail files among users then
you need to make copies of the mail from within your DATA template.
