Yes, with it running a batch file that runs the two net stop/start lines 
that Howie indicated earlier.

We run a set of different methods that handle different levels of failure. 
The service stop/start custom tag the Guillermo mentioned is the best if 
you have an almost fully working machine, the cfexecute tag is useful if 
the service tag won't work, which is possible in certain rare 
circumstances, and if the cf server is down then the batch files can be run 
directly via telnet.

We have a whole set of batch files that include restarting the cf server 
and the webserver as well as all the individual services, iMS's included, 
and they are very useful when woken in the wee small hours of the morning 
to a partially dead machine. A quick telnet in and its all back again :-)
