The server provides the addresses - it's up to you to do something with them in your 
template.  For example, you have a mailing list
and you want to remove bad addresses.  You do something like:

<cfquery ...>
   update maillist set enabled=0 where email in (#quotedvaluelist(PermFailedList)#)
</cfquery>
