Yes, all templates have access to this variable.

can relay mail.

No, you don't.  The auth template is only for the smtp server which you are not using 
in this instance.

Basically, in the auth template you verify that the user is valid.  After that, all 
you need to do is check the AUTHENTICATED
variable (it will be set to YES or NO depending on the result from the auth template).
