I'm not sure I understand the question.
A. You want to know how to send using HTML
or
B. You're sending using HTML and want to use a template
Howie's response answered A.
For B, we use ColdFusion and set the body text a la
<cfset body = "blah blah.....blah">
For your case we used to send a newsletter like:
<cfset body = "FormatBlah1 #CurrentContent1# FormatBlah2 #CurrentContent2#
etc">
We even pulled the #CurrentContent1#, #CurrentContent2#, etc, out of a
database according to the subscriber's choice of which of the 40 topic
areas they wanted to see content from. So each newsletter was (at least
potentially) unique.
