I don't have a definitive list but we are currently using 3 on our servers as follows:

bl.spamcop.net
relays.ordb.org
relays.osirusoft.com

I like spamcop the best but that's only my opinion.

Some are and some aren't...the above 3 are free.  I used to use one that was free and 
went commercial but these free
ones are just as good.
