Content filters are absolutely the wrong way to fight spam, unless they are
controlled by each individual user.  I am amazed that ISPs continue to put
the blame solely on spammers and do not take responsibility themselves.  Why
have not more ISPs tried to prevent spam from the source... their networks!
If more ISPs would simply lock up the mail servers and set counters to set
limits on outbound email per user per duration we'd see the bad apples start
to dry up quickly.

Right now, it is simply too easy to get ISP access and send vast quantities
of email.  If the ISPs would get smart and limit residential accounts to a
responsible # of emails per person per some duration (no need for someone at
home to send quantities of email) we'd see 'spam' greatly reduced.  The next
step is to put in counters and allow different business accounts of
different levels to send varying amounts of email and after that charge them
per email, like phone service.  Legitimate marketing departments and
agencies will comply and pay.

While there is no way to stop spam... ISPs have done very little 'effective'
things to try to minimize it.  Content filters simply do not stop spam.
They prevent many emails from reaching their target (some legit and some
not), but do not prevent the real burden of wasted bandwidth and server
resources needed to process and send the email.

Sorry... my 2 cents as a marketing executive.
