I've allowed a block or subnet of IP's to be available to relay through the
server.

The server rejected the emails so, no, they did not go out (if they were
supposed to be allowed relays). The solution
really depends on how you are configured. For example, say you want to
allow everyone on your network to be able to
relay. Then you would:
1 - configured the IPs of your network into the Allowed IPs setting of the
SMTP server
2 - set result=relay or result=accept anytime the IPALLOWED var is set to
"YES"
