This brings up a good question. I am not using the ReportPostStatus
template. I am using the PostFail template only. I assumed all failures
would be sent to the PostFail template. Is there a difference between
ReportPostStatus (with permanent failures checked in the config) and
PostFail?

Sorry, I think I misspoke - I don't think the information is passed to
ReportPostStatus when iMS can't connect to the
server. I'll have to have this tested, though.
