The best thing to do is implement SMTP authentication.  You can download FusionMail 
version 2 to see how that's
implemented.  Basically, what you need to do is:

1 - create an SMTPAUTH.CFM template that does a lookup for the password of the user.  
If the user is found then the
password is returned to iMS.  iMS uses the returned password for user authentication.

2 - In your RCPT template disallow relays unless the AUTHENTICATED variable is set to 
"YES"
