The only way to do that would be to manually set the start time in the control file.  
If you create a sample control
file you'll see that there is a start time that is set to the current date/time.  If 
you modify that to be just greater
that the curret time minus the maximum delivery time then the server should make only 
one attempt at delivery.

We were considering adding some kind of functionality for the maximum number of 
attempts (which would be tracked in the
control file) but if we do this it would probably be a version 3 feature.

Anyway, what you can do is create a control file in cfml (we have several clients that 
do this) and set the time as
described above and combine this with the createmailfileonly parameter of the tag to 
create the mail source file.
