Just discovered that the problem was a dns issue. Fixed by writing the internal ip...
192.168.... for our email server to the winnt\system32\drivers\etc\hosts  file on the
IMS server.  Look at the reg. key, however did not edit it.

Smart delivery allows the POST server to call a template to deliver mail locally instead of connecting to the SMTP server on the same server.
 
As for delivery to an internal server - I'm not really sure what the question is - could you be more specific?
