There is also a POST Fail template (e.g. POSTFAIL.cfm) that is called, I'm not sure when, I think it's to create a custom message when something bounces.  For me, the biggest issue has been handling soft bounce-backs, since so many servers accept mail then send back a message if there is a problem.
 
I'm activating it now and adding some debug code to the logs so I can see what's being sent.

ReportPostStatus is a method of notification and is not related to FAILTO in any way.  FAILTO (as I've mentioned many times) can be disabled by setting the value to NULL or "<>"
