The start time only matters when the server tries to determine whether the maximum 
delivery has been exceeded.  The Next
delivery time determines when the server will try to send the message again.  If the 
control file is not processing it's
possible that the mail source file is missing.  The control names contain the name of 
the associated mail source file
(the text after the underscore).  You should check to make sure that the mail source 
files are there.
