I think you can get the functionality you want just by running spamassassin
on a command line with the appropriate options plus your input as a plain
text file.  You can then parse the output to determine what you need (spam
score, rules hit, etc).  SA by itself will take a regular mail file
(formatted using CFX_imsMail for example) and rewrite it by adding headers
and a report of rules hit.  You could then use ODSMIME tag to parse the
headers and get all the info you need from that.  Running a command from CF
is easy enough: cfexecute.
