Ah - now I remember - 

The newer versions of iMS can use control files that are case-insensitive.
Older versions require that the file names be upper-case.  If you look in
the queue folder you'll probably see lower-case file names which older iMS
versions cannot user (they would be reported as an incorrect file name).

Best bet would be to use 2.5c.  If you continue having problems with that
version then let me know off-list.
