Setting PACKAGE="NO" caused the exception error to disappear, but the CFX
seems to be skipping a majority of it's file creation. Out of about 20 large
batches sent to the tag this morning it only created about 10% of the mail
files! Two large batches of 40k generated only 5k! Small batches of 1k or
less seem totally unaffected.

We need to downgrade immediately and make this issue disappear. Which
release of version 2.4 is the most recent/stable?
