The files are created by the tag w/o an extension so that the POST Server will not pick it up before the control files are all written. This all sounds like some kind of permissions problem but I'm not sure. The files seem ok except for the missing extension.
Maybe if you used the other folder (the one that works) and reconfigure iMS to use that one for the outgoing queue?
