I see it all the time.  I usually have to reboot or clear the out/qued
directory and then reboot.

Sometimes you can stop the service, but when it restarts, the log file
gets the startup stuff but just sits there.  I usually have to clear all
files, reboot and resend the message.  But remember, I am doing
different things with IMS than others are.
