There is a section in the manual on this.  Basically, the SMTP/B server is available for all systems with a POST Server license and no SMTP server license.  The SMTP/B server accepts mail for an address that begins with "bounce-" and then calls only one template (DATA).  This server is used for bounce processing.  You would send mail with a return-path of "bounce-xxxxx" (where xxxxxx is some distinct number) and then in your DATA template you parse out the unique number so you can tell the address that bounced.  FusionMail 2.5 has announcement list processing that demonstrates this.
