I just followed the installation notes and am still coming to grips with the detail so please excuse my lack of understanding... By local-rules do you mean the local.cf file? Which I think by default is in c:\perl\etc\mail\spamassassin.
What file or files are in the def_rules directory?
At the moment I am seeing

Those should be changed to point to wherever your SpamAssassin rules live - that's just where mine are. :)
