Sometimes I use my laptop to print in places where no Internet connection
is available. As far as I remember network isn't really necessary for
starting cupsd so I just hashed-out require_network from daemon/cupsd.i.
This works fine for me so maybe it should be considered to apply this
change in official cupsd.i.
