I understood you the first time, but I disagree. You may want to initialize the system in more than one way. Example: You have an experimental setup, and use for it system_e.virtual and experimental.runlevel, in that case InitNG has no way to know the relation between them, and you don't want system.virtual to be used for that runlevel.
