I understood you the first time, but I disagree.

You may want to initialize the system in more than one way.

Example:
You have an experimental setup, and use for it system_e.virtual and
experimental.runlevel, in that case InitNG has no way to know the
relation between them, and you don't want system.virtual
to be used for that runlevel.

So why it should be hardcoded?
