The syntax is runlevel:foo and it works just fine. From my grub.conf, using an alternate runlevel: kernel (hd0,1)/boot/kernel-2.6.19-gentoo-r3 root=/dev/sda2 vga=0x31B splash=verbose,theme:echoes video=vesafb:mtrr,ywrap init=/sbin/initng runlevel:fastboot
