I'm a qmail user myself and I can affirm without hesitation that this is, in 
the case of qmail, really needed. Dan Bernstein defined several signals that 
trigger actions in the qmail system, like flushing the queue, pausing mail 
processing and such, and he did not define them as some "nice feature to 
have", but as the very way to get the running qmail daemons to do something 
you want. It's a heavily used control mechanism.
