Or to put it differently:
Don't try to plan much ahead when you are dealing with a moving target.
There is not much use in calculating an "optimal" sequence in which to
start services, when this is influenced by external stuff like dhcp
reply times, user intervention...
Just do everything you can do right now, then wait until you can do
more (or are given new orders)
