Most of the work is the writing of the proposal, which Tav took care of
quite nicely, and then following up on any implementation details.  I
always appreciate help with that latter bit, but in the case of
conference travel I think we have the processes sorted out well enough
that I rarely need to be involved in it.

True in theory, but in practice it's not quite so easy.
The bylaws we're currently chartered under say:

   The Committee will elect a single individual to communicate with the
   Conservancy (the "Representative") and shall notify the Conservancy
   promptly following the election of a new Representative. The
   Representative will have the authority to instruct the Conservancy on
   the Project's behalf on all matters.

So, if the committee chair is not representing the committee properly,
the committee can simply elect a different chair.  In other words, if
the chair started blocking stuff willy nilly, then the committee would
just boot him and pick someone new.
