Bummer. I think that'd be reasonable, but I'm not sure it's possible. I
think it comes down to the type of options available. At least in the
US, if you can't find an educational institution you end up at
commercial venues which are much more expensive.
An option that I've used (in the US, not sure how it travels) for just
a couple of folks was to reserve a work room in a library. Depends on
the library though.
