It looks like that just means the user has forked Inkscape on Github, not that they're actively soliciting funds for a fork. I think we want people to "fork" on Git (though I think that's a bad use of the word by Github). So I think this is just Github being misleading in their terms, and Liberapay passing it along in their search.
