Subject: [REFERENDUM] Printed banner for technical events

We've gotten enough votes on IRC to pass this, but re-posting here to
make it official.

SourceForge seems to be extremely borked right now; all my emails to the
list are getting delayed. (As if we needed any further motivation to
get migrated... *sigh*)

Background:
-----------
The Vectors team is printing a hanging banner for Inkscape to be
displayed at technical conferences such as SCALE. Ryan Gorley has taken
the lead on getting it designed and printed. Similarly designed banners
will be created for other open source projects including GIMP, and
perhaps Darktable, Krita, Kdenlive, etc.

Previews of the final design can be seen here:

  https://gitlab.com/inkscape/vectors/general/issues/29#note_61420053

The cost estimate includes funding for the printing itself, the hardware
to hang it, and packaging as needed. The labor for the design in the
amount of 30 hours is being sponsored by dijt.
